Conducting Formal Investigations – Coaching Support Services

Target Audience: Those newly trained Investigating Officers who have completed the Foundation and Management Report Writing Workshops
Aims of Programme: To provide expert coaching support to members of the target audience as they undertake their first investigation(s). The support is provided in any of the following ways, or any combination of those ways - telephone, secure and dedicated Internet link, or traditional ‘face-to-face’ meetings between the coach and coachee. The timing of the provision of the support is centred on the key phases of conducting an investigation and of the compilation of the subsequent management report. This is to ensure that the specific and required procedural and decision making standards and criteria are met at the appropriate stage of the overall investigation
Style of Service Provision: Contact with the coach is initiated by the Investigating Officer on a ‘needs’ basis, and takes place within an agreed and stipulated number of hours per month (usually 2 hours). The service will be more appropriate for some Investigating Officers than others. Determining criteria on this particular point will be a combination of the individual investigator’s competence and confidence as an investigator, and of the complexity or sensitivity of the nature of the circumstance under investigation. The service is also available and can be extended to any Investigating Officer who, because of the nature or other aspects of a particular investigation, considers that such expert coaching would be beneficial in moving the investigation forwards. The support is provided against an agreed framework of values and principles covering such important topics as confidentiality, disclosure, personal responsibility and accountability.
Outcomes: Investigating Officers who undertake investigations in a much more confident, competent and focused manner in the secure knowledge that they have recourse to expert advice and guidance should they so need this. This, in turn, results in less stress and uncertainty for the Investigating Officers, with the result that investigations tend to be completed that much more quickly than would otherwise be the case. Ultimately, the key outcome is a thoroughly professional investigation which meets all of the required standards and specifications of the overall judicial process within which all such investigations take place, thereby providing a demonstrably transparent and accountable process capable of scrutiny and upon which subsequent management decisions can be confidently referenced.
Proposed Dates: The support service is available throughout the year on a Monday to Friday office-hours basis. It can, however, be extended beyond this framework with prior negotiation and agreement on specific aspects.
Number of Participants: Currently, there are no limitations placed on the number of Investigating Officers to whom the service could be provided.
Duration of Support: The service is provided to the number of Investigating Officers and for such time-scales as is determined by the client’s commissioning or lead representative.
Cost: The service is provided at an hourly cost of £75 for the telephone or Internet facilities, and of an hourly rate of £150 for the ‘face-to-face’ facility.
